"ugh why does the new mario kart have conkdor and stingby but not funky kong who was asking to play as all these random mario enemies" first of all me I was asking for that but second people really do not understand how game development works huh. like do you think "a playable character" is a single fungible unit and getting one character is something that happens "instead of" another regardless of who those characters are. we got a million characters that have like three animations each specifically because they were easy to implement. if they didn't put cheep cheep in this game that work wouldn't have otherwise have gone into letting you play as honey queen that's just not how any of this works
"waste of a character slot" is such a fake concept. games almost always aren't made with a specific number of playable characters in mind ahead of time where they just have to decide who those characters are. the number of characters that end up being in the final game is a result of which characters they end up deciding to include, not the other way around
